According to a study by Henley & Partners, Turkey ranks seventh in attractiveness for obtaining citizenship by investment.

In the 2025 Global Citizenship by Investment Program Index, Malta secured first place with 76 out of 100 points. Austria ranked second (75 points), followed by the Caribbean nation of Grenada in third place (69 points). Antigua and Barbuda took fourth place (67 points), while Nauru ranked fifth (66 points). Saint Kitts and Nevis, Saint Lucia, and Dominica shared sixth place with 65 points.

Turkey ranked seventh with 64 points, followed by Egypt, Jordan, and North Macedonia (63 points), Vanuatu (60 points), and Cambodia (53 points).

According to Henley & Partners’ projections, by the end of 2025, 142,000 high-net-worth individuals worldwide will use investment migration programs to obtain new citizenship or residence permits.

Why Is Turkey Still in Demand?

Burak Demirel, Director of Henley & Partners Turkey, noted that investment migration rankings annually assess key factors such as program flexibility, transparency, physical presence requirements, and tax conditions.

“Turkey is one of the preferred countries for foreign investors due to its strategic location and access to the markets of Europe, Asia, and the Middle East. This makes it attractive for those seeking alternative citizenship,” Demirel emphasized.

Foreigners can obtain Turkish citizenship by investing at least $400,000 in real estate. This amount should be the minimum cadastral value of one or multiple properties. The process of obtaining citizenship takes approximately 6–8 months and does not require residency in the country or knowledge of the Turkish language.
